O projeto Phenomena, foi organizado pelo produtor Tom Galley em 1985. Galley possuia várias idéias musicais e a intenção de formar um supergrupo de músicos e artistas do "Heavy Metal". Inicialmente, o projeto queria incluir todos do ramo metal, porém isso não foi possível devido a recusa de alguns ou falta de tempo de outros.

The Phenomenal Handclap Band is a tight-knit aggregation of musicians and artists from Lower Manhattan and Brooklyn.
