This might refer to 1: The japanese original Gothic rock scene from the 80's, or 2: A manifesto in punk music which seeked to change how it was experienced.
1: After the emergence of the Batcave scene in the UK, lots of bands in other countries like Japan would stick to this new deathrock sound and look. After a while, the term Post-punk would begin to be spread around to refer to the alternative underground music that appeared after the punk explosion in London in 1976. In Japan, it seems, a mistransliteration of this word into their language (Posituo panku) derived into transcripting it as "Positive punk" instead. Later on, this japanese term would be aknowledged by people in other countries.

Positive punk refers to an outgrowth of the anarcho-punk scene in the UK, which evolved into gothic rock. The name comes from the previously quoted article in NME. Bands originally mentioned in the article include UK Decay, the Mob, Brigandage, and Blood & Roses. These bands, among others, applied the sound of more progressive anarchist punk groups--like Crass and Flux of Pink Indians--to more oblique, Romantic lyrical concerns. Positive punk was eventually subsumed into the more general goth style. .
