I Winger naquero da un'idea del bassista/vocalist di Alice Cooper Kip Winger e del tastierista Paul Taylor, nel periodo in cui entrambi erano impegnati nel tour del disco di Cooper chiamato Constrictor. Kip conobbe il chitarrista Reb Beach durante qualche sessione in studio e cominciarono a lavorare insieme. Il trio arruolò infine il batterista Rod Morgenstein, spostatosi a New York.
