彼が加入するまで、日本においてRAINBOWは硬派なイメージで見られていた。しかし、甘いマスクを持つ彼の加入により女性ファンが増加、彼のファンはジョー・リン・ギャルと呼ばれた。旧来のファンには眉をひそめる者もいたものの、バンドがよりメジャーな存在となるにあたって彼が果たした役割は大きい。
9歳の頃よりアマチュア・バンドでの活動を始める。大学卒業後は英文学の教師だったが、その後音楽グループFANDANGOに加入しプロ・デビューする。4枚のアルバムでギター、ヴォーカルや作曲を担当した後に解散。グループには後にレインボーに加わるチャック・バーギの他メンバーにRick Blakemoreというギタリストがいた。
1980年11月、ロニー・ジェイムス・ディオ、グラハム・ボネットに続く3代目のヴォーカリストとして元ディープ・パープルのギタリスト、リッチー・ブラックモアのレインボーに加入する。1981年、ボーカリストにターナーを擁したレインボー初のアルバム「アイ・サレンダー(治療不可/Difficult to Cure)」が世界発売される。在籍中にラス・バラード作曲によるシングル「アイ・サレンダー」で注目され「キャント・ハプン・ヒア」、「ストーン・コールド」、「パワー」、「ストリート・オブ・ドリームス」など作詞作曲の部分でグループのチャート・ヒットに貢献した。
RAINBOW解散後は、雇われヴォーカリストとしての仕事が増える。イングヴェイ・マルムスティーンのRISING FORCE、元ナイト・レンジャーのジェフ・ワトソンの"MOTHERS ARMY"、ドイツのグループピンク・クリーム69のギタリストとのSUNSTORM、フィンランドのグループBRAZEN ABBOT、トルコのギタリストCem Köksalや日本のギタリスト梶山章のアルバムなど、参加アルバムは枚挙に暇ない。
1990年には、イアン・ギランが一時グループを離れたディープ・パープルに加入しアルバム「スレイヴス・アンド・マスターズ(Slaves & Masters)」に参加したが、アルバム一枚で解雇されている。近年はグレン・ヒューズとのコラボレーションの他、フィル・スーザン、カルロス・カヴァーゾらと新たなるグループBIG NOIZEを結成している。現在までに11枚のソロ・アルバムをリリースし、ギターリストのKarl Cochranと共作をするなどをしてアメリカ北東部を中心に音楽活動を行っている。
2008年11月、リッチー・ブラックモアの長男、ギタリストのユルゲン・ブラックモア、元レインボーのキーボードトニー・カレイ、ドラムのボビー・ロンディネリ、ベースのグレッグ・スミスと新バンド「オーヴァー・ザ・レインボー」(Over the Rainbow)を結成した。
